To make the skirt, I made a plane (with many edges) into a ncloth, added in a gravity field/solver to the scene and made a cylinder which would be my passive collider. The top faces of the cylinder I shaped into a shape resembling hips and let the ndynamics do the rest when I pressed play on the time line. I chose a frame of the skirt how I liked it, trimmed it, stretched it with a lattice into position and voila! Then I remodelled it using a curve and extruding a face along that curve, leaving it in its ncloth form would make it difficult to skin.
